中国城市住宅建设中的弱势关怀

在市场经济规律作用下,城市住宅建设对弱势群体形成了日益严重的"威胁":弱势群体被无形的市场力量渐次挤到城市的边缘,威胁到他们的生存与就业机会;底层群体如长期失业者、进城民工等无力购买住宅.近年来开始实施的经济实用房政策和廉租房政策,效果有限.因此,政府要有新的思路,在城市住宅建设中注入弱势关怀,真正实现"居者有其屋"的社会目标.

Concern for the weak in Chinese urban housing construction

Influenced by the market economy rule, urban housing construction has become an increasingly serious threat to the weak. Firstly, the weak have been pushed aside to the edge of the city, which challenges their opportunities of working and living. Secondly,they aren't able to afford houses, such as those who are out of work for a long time or those peasants who work in the city. Recently,the economic functional and renting houses at low prices work but aren't effective as supposed.As a result, the government should have a new idea to show concern for the weak in the construction of urban housing.Only in this way can the social aim of "those who live have their own houses" be realized.
