社会转型与城市社区多中心治理初探

随着社会转型和城市社会结构的变化,城市社区的功能、治理主体、利益主体、社会需求等都呈现出了多元化趋势,传统单一中心的行政管理模式已难以适应社会发展的新格局。因此,研究主张以自主为基础,鼓励多个权力中心和服务中心并存,以促进治理主体间互动的“多中心治理”模式,这对当代中国城市社区建设和发展而言具有重大的现实意义。

On Social Transition and Polycentric Governance in Urban Community

With the social transition and the transformation of urban social structure,there is a tendency for the function,governance subject,interest subject and social needs of urban community to take on their multipicity.icity.It is difficult for the traditional pattern of administrative management,which has only one center for arranging,to meet the demands of new social situation.Therefore,for building and developing urban community in contemporary China,it is of great practical significance to study the pattern of polycentric governance,which is based on the selfgovernment and encourages polycentric powers or multicenters of public service in order to advance the interaction among the governance subjects.
