| 摘 要： | 随着人类社会的发展,发展观也在发生着变化,其总的演进趋势是由单纯注重国民收入的增长转变为“以人为本”的全面发展观。中国政府在清醒意识到追求片面经济增长所付出的沉重代价的情况下及时提出了“科学发展观”。可以说,“科学发展观”的提出既适应世界发展潮流,又符合中国实际。但是,实施新的发展观,必须借鉴其他国家和国际机构的经验,设计出一套科学全面而又符合中国国情的测度发展的指标体系。

| Abstract: | Following the development of the human society, the development-viewpoint has been evolving too. The general trend is that it changed from only focusing on the GDP to concentrating on the "human-based" viewpoint. The sggestion of the "scientific trend of the world, but also associated with the situations of China. In order to implement the new development-viewpoint, we should absorb the experiences of the other countries and the international institutes and design a set of scientific and practical index-system of measuring development of China. |
