Two Weak Spots in the Practice of Criterion-referenced Measurement

Affiliation:Professor of Educational Psychology and of Psychology at the University of Illinois at Urbana-Champaign. Before mailing to the U of 1 in 1973, he spent 8 years at Educational Testing Service where he was a Senior Research Psychologist and Director of the Developmental Research Division. He has been active in NCME since completing his graduate work at the University of Illinois in 1965. From 1972 through 1974 he was the Editor of the Journal of Educational Measurement. Currently he is a member of the AERA APA NCME committee to revise the test standards. He is a frequent contributor to NCME publications where he has addressed issues of bias in selection, adaptive testing, detection of unusual patterns of responses to items, and competency testing. He is currently working on an analysis of test use in program evaluation and problems of estimation for selected samples.
