建设和完善高校创新系统迎接知识经济的挑战

在国家创新体系中,具有知识创新、技术创新、知识传播和知识应用功能的高校创新系统有着十分重要的地位和作用。本文针对我国目前科技成果转化率低、技术进步对经济的贡献蟀低的“两低”现象,分析了科技创新和科技成果转化的现状和问题,讨论了高校创新系统对解决“两低”问题的作用以及在国家创新体系中与政府创新系统、企业创新系统、社会化科技服务创新系统的关系。提出建设高校创新系统应着重做好以下工作：建立创新组织完善运行机制,建设创新基地,培养科技人才;开展国家创新体系理论和动态研究;建立科技创新和成果转化的评审管理机构,提高科研成果的配套化、集成化、工程化和产业化程度,增强科研成果的竞争力;建立科技创业基金;建立创新网络,加强交流与合作

Constituting and Reforming Higher Education institutions Innovation System Meeting the Challenge of Knowledge Economy

Higher education institutions innovation system, which functions as knowledge innovation, technology innovation, knowledge propagating and knowledge application, plays a very important role in the system of the states innovation. Taking into consideration the "Two-Lower" phenomenon, the lower transformation ration of S&R Achievements and the lower contribution ration of technology progress to economics at present in China, this paper analyzes the present status and problems of science and technology innovation and achievement transition, then discusses the effect of higher education institutions innovation system to the "Two-Lower" problem and the relation between the Higher education institutions innovation system and the government, the enterprise and the social Sc. &Tech. Service innovation system. Finally, the suggestion is presented that the organization structure, Sc. &Tech. venture capital, innovation network, and so on, are the keys to build the higher education institutions innovation system.
