高职院校院系二级管理体制改革的核心和思路

摘    要:高职院校院系二级管理核心在于明晰管理层级,优化资源配置,实行目标管理,改革分配制度。通过建立人事改革制度、考核激励机制和目标监督机制,完善财务管理制度,处理好发展和稳定的关系,全面提升高职院校的综合办学能力。

Abstract:The core issues of management system reform at both college and department levels in vocational colleges are usually clear management hierarchy,optimized allocation of resources,implementation of target management and reform of the distribution system.Through reform of the human resources system,the motivation and objectives monitoring mechanisms,and improvement of the financial management system,it will be easier for both levels to deal with the relationship between development and stability so as to enhance their comprehensive educational capacity.
