| 摘 要： | 根据中国入世承诺，中国将面临15年非市场经济国家的待遇，因此WTO成员方当局有权否认中国出口企业经济制度是在市场经济体制下运作的。非市场经济条件待遇将给中国带来更多的反倾销诉讼，会严重干扰作为中美关系基石的正常双边经贸关系。要解决这一问题，我国政府应加强与美国政府、商界的沟通、磋商和售息交流，在国际规则、双边协议和共同利益基础上协商解决有关贸易争端；调整国家的投资和贸易战略，加快国内商品市场和投资市场的开放，改革政府管理方式和企业体制，加强经济工作的透明度，规范市场竞争秩序，减少贸易摩擦的制度性因素。

| Abstract: | Bases on China commitment to the WTO, China will still be treated as a country with non-market economy in the following 15 years. There will be a lot anti-damping actions against China in accordance with the WTO regulations. China has to adapt proper measures to deal with those conflicts by bilateral trade negotiation, better communication with American government, regulating policies, speed the process of opening-up, reform the governing system, upgrading the enterprises and regulating the market, and reducing the conflicts caused by the different systems. |
