我国农村公共品供给主体的博弈分析

我国农村公共品供给主体存在着主次错位、职责模糊、层次不清、统筹不力和供给缺位等问题，造成农村公共品供给滞后短缺。农村公共品供给各主体不同的行为取向及相互之间存在的博弈是问题的症结所在。解决问题的关键是强化各主体的合作。中央政府是农村公共品供给最强势主体，是解决农村公共品供给难题的关键。地方政府的局部非理性特征决定了其供给行为的扭曲，中央政府应对其约束与激励并举。农民由于内生合作能力的贫弱较难成为农村公共品供给主体，需要一个自上而下凭借行政强力的乡村组织介入到村庄秩序的建立中，同时也要健全农民的利益诉求机制和民主参与机制。
