| 摘 要： | 江泽民同志在党的十五大报告中指出：培养同现代化要求相适应的数以亿计高素质的劳动者和数以千万计的专门人才，发挥我国巨大人力资源的优势，关系21世纪社会主义事业的全局。高等教育的任务是培养具有创新精神和实践能力的高级专门人才，使受教育者成为德、智、体等方面发展的社会主义事业的建设者和接班人。21世纪将是知识经济的时代，要实现科学和教育的腾飞，迎接科学技术的突飞猛进和知识经济的迅速兴起的挑战，关键在人才，而人才素质的教育、培养和提高则是至关重要。
