| 摘 要： | 要解决现行集体土地征收制度存在的问题,相关立法应明确界定“公共利益”,限制政府征地权滥用;明确土地承包经营权的物权属性,完善集体土地产权制度;加强土地规划管理,严格土地农转非审批。
