论适度政府规模的构建路径

实现适度政府规模，要转变观念，树立责任政府、公正政府、效能政府、法治政府和服务政府等理念；转变政府职能，调整政府与市场、政府与社会的关系，打破垄断，引入竞争机制，实现公共物品权威型、商业型、自主型供给；在中央层级，推行“大部制”改革，在地方政府组织机构上，推行“分省”，“撤地、并县”，“虚乡、增村”，为构建适度政府规模实现组织结构的保障；加大政府预算编制改革，合理调整政府支出结构，建立合理的预算监督制度，提高政府财政支出绩效。
