| 摘 要： | 西部人力资源总量丰富，但总体素质偏低，供需矛盾突出，就业压力大，配置结构不合理，高素质人才短缺，人才外流严重，人力资本投入严重不足，开发利用程度不高，西部大开发应用确立以人力资源开发为中心的可持续发展战略，改革人力资本投资体制，加大投入，培育和完善市场体系，提高人力资源配置效率，营造西部大开发需要的人才环境。

| Abstract: | The west enjoys a rich manpower but of low quality and unbalanced between demand and supply, facing also the problems of employment pressure, mis_position of manpower, shortage of high quality talents, insufficient investment of human capital, etc.. It is suggested that the west should enlarge investment, cultivate and better market system, improve the efficiency of manpower disposition and build up the human environment for the west exploitation. |
