| 摘 要： | 基础教育均衡发展是实现教育公平的起点和基石。我国近些年来在基础教育均衡发展上己经有一些有益的尝试,但在教育经费、师资力量、教育政策等方面仍存在诸多问题。当前解决这些问题可采取的策略主要是坚决维护教育公平作为基本价值取向、由中央和高层地方政府承担主要投资主体、改革师资配置方式、推进薄弱学校改造工程、对各种处境不利的弱势群体和弱势地区采取补偿措施等,通过这些策略可以更大程度的实现教育公平。
