| 摘 要： | 谈到高等教育管理，目前比较热门的话题是全面质量管理。尽管很多人对这一新的模式寄予厚望，但实施起来还有很大难度，原因有三：其一，理论体系不健全；其二，缺乏足够的改革资源；其三，基本原则与目前高校的制度和文化环境有冲突。
