| 摘 要： | 随着中小学内外环境的不断变化，传统的外控式操作管理越来越不适应学校管理的需要，战略管理正在成为中小学管理发展的方向。但是，由于历史和现实的原因，中小学实施战略管理还存在着诸多困境，本文对此进行了探讨。

| Abstract: | With the change of inside and outside environment of primary and secondary schools, the traditional operational management does not fit in with the need of schools management, and strategic management has been the development direction of school management.Nevertheless,due to the historic and realistic reasons , a lot of plights are still troubling the implementing of strategic management in secondary and primary schools. This article does some probing into this problem. |
