| 摘 要： | 党的十七大提出建设“人力资源强国”的宏伟目标。面对这一新要求，相应地高等教育也要从大国向强国转变。高等教育“由大变强”的落脚点就是提高高等教育的质量。经过百年的发展，美国的高等教育质量认证体系具备了较为成熟的理论品质和丰富的实践经验。作者着眼于分析美国高等教育质量认证体系的合理性特征，在此基础上来阐述它给我国实施“高等教育强国”战略所带来的启示：在机制上如何建构我国高等教育的质量保障体系。
