| 摘 要： | 小学课题管理要实现促进学校、教师、学生发展的基本价值取向．关键要突破激发广大教师积极参与课题研究的由需力这一瓶颈。追求课题管理平民化是突破这一瓶颈的有效举措。在追求课题管理平民化的过程中，实现课题研究的亲历性、体验性、融合性是必须注意的要点。
