| 摘 要： | 自湖南省2002年实行高考填报"平行志愿"的试点改革以来,至2009年已有16个省市前后加入到高考"平行志愿"改革的队伍中来。本文从公共经济学的视角对高考"平行志愿"投档的实质进行了解读,进而分析了其存在的利弊,试图通过公共产品理论、市场失效理论来分析该改革政策的效用,以期提出合理的改进措施,使高考制度在我国高等教育资源的优化配置中发挥更大的作用。
