以民主管理“四制法”为框架 健全村级组织运行机制

建设社会主义新农村,关键在于有一个＂双带＂能力强的村级领导班子。加强以党组织为核心的村级组织建设,完善村级组织民主选举、民主决策、民主管理、民主监督的各项制度,必须以村级民主管理＂四制法＂为基本框架,切实加强村干部队伍建设,完善村务管理和村级组织议事制度,强化村（财）务管理和公开制度,实现村民自治。

On How to Perfect the Operational Mechanism of the Village Organizations with the Deocratic Management

The key in the building of a new socialist countryside lies in a capable village leadership.To strengthen the building of village-level organizations with the Party organizations as the leading role and to perfect the democratic election,the democratic decision -making,the democratic management,and the democratic supervision of the village organizarion,we must us ＂ethe four democratic managements＂ as the basic framework,improve the quality of village leadership,consummate the systems of the village affairs management and the village organization＇s discussions,and strengthen the systems of the financial management and exposure,and realize the self-administration of villagers.
