从一般政策系统看科技政策系统完善化的方向

本文从对一般政策“产生—作用”过程的观察分析入手,提出了一般政策系统的概念模型。根据这一模型,政策过程被视为一种系统活动,这一活动包括政策源、政策集、政策支持网络和政策对象四个部分。政策的全部社会效果联系于这一政策系统的运行状况。在科技政策领域,文章借助该模型对我国科技政策产生、作用过程作了历史的回顾和现况描述,从对科技政策系统的单元分析入手,说明了科技政策系统完善化的方向并给出若干推论。

An Analysis of Direction of Perfection of System of Science and Technology Policy from Viewpoint of General Policy System

This paper proposes that policy system consist of four sub-system: source policy set, supporting network and object.It review the history and status of Chinese science and technology policy according to the above theory and point out the direction of perfection of Chinese science and technology policy.
