| 摘 要： | 战略规划模型对于公共图书馆的战略发展和战略管理具有重要意义。模型可以通过引入管理理论，分析规划文本和考察战略实践进行构建。模型主要由文本结构、管理流程、技术方法和回归方程等类型构成，在模型的应用中，应该注意组织运行的保障体系、策略思维的多视角、规划研制的次优解和战略开发的创新化等问题。
