| 摘 要： | 以知识管理系统的设计原则为基础，阐述面向用户建设电子政务系统的思路：构建统一的政务信息共享平台、面向用户进行政务信息与知识分类、面向用户进行政务流程重组、构建统一有序的政府知识中心。这种以人为本和知识共享的知识管理思想，对于电子政务系统的建设与发展具有重要的指导意义。

| Abstract: | On the basis of the four design principles of the knowledge management system, this paper puts forward the construction of the E-government system orientating toward users, namely, to construct a unified government's information sharing platform for user-o- riented government information and knowledge classification, user-oriented government procedure recombination, and an orderly unified government knowledge center, based on the user-centered ideas and knowledge sharing Knowledge management, shows its great impor- tance in directing the construction of the E-government system. |
