| 摘 要： | 世界上日益严重的环境问题表明,环境问题的根本解决需要人类道德观念的转交和生活方式的改变,仅仅依靠市场干预和政府干预是无法从根本上解决环境问题的。必须注重社会力量的整合功能,重视政府管理与公众参与的合作关系,制定激励性的法律条文,确实保护公众切身的环境权益。

| Abstract: | Increasingly seriously environmental problems of the world shows that it is not e-nough to depend on markets and government to solve environmental problems totally, but also need changes in people' s morality and life style. It is suggested that integrating function of social powers, co - operation between governmental management and public participation should be stressed and legal provisions should be formulated so that public environmental rights can be protected. |
