| 摘 要： | 肯尼迪政府时期美苏核竞赛加剧,直接导致了古巴导弹危机。在核威慑下美苏核竞赛缓和下来,并正式签订了《禁止在大气层、外层空间和水下进行核试验条约》。文章从体系、国家、个人三个层面上简要叙评肯尼迪政府时期美苏英关于禁止核试验的谈判。

| Abstract: | Abstract： At Kennedy time, the America-Soviet nuclear competition is hotter, which leads to the Cuba missile crisis. With the nuclear pressure,the competition has been slowed down with the treaty ＂Nuclear Test Prohibition in the Aerosphere,outer space, and under water＂. From the perspective of system, state, and individual, the paper discussed the America- Soviet-Britain negotiation on nuclear test prohibition in Kennedy time. |
