| 摘 要： | 中央财政森林生态补偿制度的实施,对各地的生态建设起到了积极推动作用,取得了显著成效。但现行的补偿制度还不尽完善,存在一些矛盾和问题。要保护、经营好国家级公益林,充分发挥国家级公益林的综合效益,实现国家级公益林可持续经营,就要以科学发展观为指导,协调好严格保护和促进发展的关系,进一步创新补偿制度,完善补偿机制,逐步改补助为补偿,以实现补偿的有效性和公平性
