| 摘 要： | 人们对基础设施性质的认识，经历了一个从自然垄断性到部分可加性的转变，相应的是，对基础设施投资性质的认识，也应该从公共性投资转变到公共部门和私人部门共同参与的混合性投资上来。这就要求我国在西部开发中，应注重发挥基础设施投资的竞争性，从制度创新的角度进行深入思考。

| Abstract: | People' s understanding of infrastructure goes through a change from natural monopolization to partial additivity. Correspondingly, understanding of infrastructure investment should change from public investment to joined investment of both the public and the private. This requires stress on the competitiveness of infrastructure investment and meditation from the perspective of system innovation. |
