| 摘 要： | 义务教育师资均衡配置是义务教育均衡发展的关键。本文在对近百位县市教育局长问卷调查、访谈和座谈的基础上,指出:县域义务教育师资均衡配置执行效果一般;县域师资配置不均衡;存在增量流动、城乡交流和组织内部流动三种师资均衡配置模式。义务教育师资均衡配置政策执行受到教育行政部门人事管理权限有限、政策工具使用单一和非正式制度规约等方面阻碍,建议从目标、运行和保障三个方面建立系统化的义务教育师资均衡配置的政策体系。
