| 摘 要： | 本文从人口与经济布局的变化趋势、高校分类管理架构、各级政府高校管理权限划分、行业及部门共建共管、大学运行模式创新、跨省高教合作机制、建立开放性评价机制等方面论述了应如何科学统筹我国高校布局,引导高校办学特色的发展,并指出了高等教育在管理体制、方式、内容、管理机制、手段、方法等方面实现科学统筹、特色发展的突破口。
