| 摘 要： | 为国家最高层决策服务的科学咨询是当今时代国家发展的需要,是科学技术发展的需求,美国总统科学顾问机制是这方面的范例,对促进中国科学咨询对决策的贡献具有重要的参考价值。本文对美国总统科学咨询机制的制度基础和历史发展做一探讨,并概括总结这一机制的特点和作用。

| Abstract: | Science advice and national highest-level policy-making is the requirement of the development of science and technology.The U.S.President's Scienoe Advice mechanism is a good paradigm,and it has important reference to the promotion of China's science advice for the decision-making..This paper deals with the birth and development of U.S.President's Science Advioe mechanism.It sums up its characteristics from which we may learn. |
