The Scientific outlook on Development advocates the idea of being people -based and enhancing people's all-round development, this sets a very clear direction for the reform of National College Entrance Examination. Although there still exist many problems in the current enrollment of the National College Entrance Examinations, we can only resort to an approach of rational discarding so as to enhance the development by way of reforming. The reform of institutions should be integrated with the reform of contents. In this sense, the curriculum reform in basic education has laid a foundation for the reform of enrollment of the National College Entrance Examinations.
