| 摘 要： | 新农村指导员政策的制度具有其特殊的目的与意义，在具体实施过程中，由于政策纵向传递过程中责任不明确和约束机制缺失，以及各横向主体从各自利益出发的执行选择，影响了政策执行结果，造成政策实施偏离政策制定目标的问题。
