装配式建筑招投标实践中的问题探析

近年来,国家发布了系列与装配式建筑相关的优惠政策,大力推进了装配式建筑发展。然而,目前,国家层面未出台规范装配式建筑招投标活动的具体管理办法或细则,仅对承包模式提出了指导性意见。介绍了装配式建筑招投标活动实践中面临的问题和挑战,并从承包模式、招标范围和方式、招标文件编制、投标人条件、评标办法、评标委员会组建、评标及强化行政部门对装配式建筑招投标的监管等重要招投标流程提出有关意见或建议,对规范装配式建筑招投标活动有所裨益。

An Analysis of the Problems in the Practice of Bidding for Prefabricated Buildings

In recent years,the state has issued a preferential policies related to prefabricated buildings,vigorously promoting the development of prefabricated buildings.However,at present,there are no specific management measures or detailed rules for regulating the bidding and tendering activities of prefabricated buildings at the national level,only guiding opinions on the contracting model have been put forward.This paper introduces the problems in the practice of prefabricated construction bidding activities and challenges,and tender from contracting mode,scope and way,the bidding documents preparation,the bidder qualifications,bid evaluation method,the bid assessment committee form,evaluation and strengthening administration of prefabricated construction bidding supervision and other important bidding process concerning the opinion or the suggestion,help to standardize the prefabricated construction bidding activities.
