| 摘 要： | 从1997年下半年起我国的经济增长相对缓慢，政府动用了财政、货币、收入分配等扩大内需的政策来刺激经济，但由于时间性、开放性、市场性因素的影响，未能取得预期效果。

| Abstract: | Owing to the comparatively slow growth of our count ry's economy since the second half of 1997, the government has enforced a serie s of domestic demand enlarging policies concerning finance, money, income distri bution, etc., but failed to attain its intended objectives because of the effect s of such binding factors as temporization, publicization and marketability. |
