| 摘 要： | 科技法律因其专业性强,其中运用了较多的技术性规范,而忽视了其价值性规范,导致了多数科技法律无法真正实施.只有在科技立法的法律目的、法律原则和法律规范的体系和逻辑结构中,将技术规范和价值规范很好地结合起来,才能实现科技立法的指导、评价、预测与制裁功能.
