论我国农村基层民主政治建设的困境与出路

党的十一届三中全会以来，我国农村基层民主政治建设取得了长足的进步，但也存在基层民主选举、决策、管理和监督中的非民主之困，以及基层干部素质不高、村民不能认真行使权利、相关法律法规不完善等问题。走出农村基层民主政治建设中的困境，要规范、完善各项民主制度，提高农村基层干部和村民的素质，从而推进我国农村基层民主政治建设发展。

Analysis of Dilemma and Solution of Rural Grass-roots Democratic Political Construction in China

Since the Third Plenary Session of the llth Central Committee of the C.P.C., China has witnessed its great progress in rural grass roots democratic politic, but some problems still exist, including bad performance in democracy election, decision, management and supervision, and there are also some other issues bewildering the reform＇s efficiency such as poor quality of the cadres, villagers＇ low implantation of their rights, lack of relevant laws and regulations, etc. The paper put some effective strategies concerning normalization and perfect of all democratic systems, improvement of basic cadres and villagers in attempt to accelerate the development of democratic political construction in rural grass roots.
