关于提高体育学院办学效益的思考──近期改革与发展的途径

本文从规模效益、结构效益、资源效益三个方面，讨论分析了我国体育学院的办学效益问题。提出近期在规模效益方面不应以扩大新建专业为主来扩大规模效益，而应以调整专业结构、扩大现有专业的招生数量、挖掘现有办学潜力为主来实现规模效益；在结构效益方面提出与其试图扩大学校规模不如在努力改善内部结构上下功夫，通过挖掘本校潜力、调整人员、专业及层次结构，以求更高的相对效益是较为理想的出路；在资源效益方面提出解决资源浪费严重问题，通过深化高校自身的制度改革，逐步形成新的科学有效的人事管理制度，提高人力资源利用率；充分挖掘本校的现有潜力，提高校舍、仪器设各的利用率，达到提高办学效益的目的。

Thoughts on Increasing the Economic Benefits from Education in PE Institutes

This arctile discusses and analyses the economic benefits from education in PE institutes in China from the three aspects of the scale benefit,the structural benefit and resources benefit. In the aspect of the scale benefit,it points out that at present we should adjust the structure of specialities and increase student number of the present specialities, and should bring all the potentiality of education into full play instead of increasing new specialities; in the aspect of the structural benefit, it points out that we should try to improve the interior structure rather than try to enlarge the scale of the institutes. It is a relatively ideal way that higher relative benefits will be gained by working out the potentiality of the institutes, adjusting the structure of personnel, specialities and levels; in the aspect of the resources benefit,it points out that the resourceful waste should be stopped and new,scientific and valid personnel administrative system should be established gradually by deepening the self-reform of the system in the institutes to raise the utilization ratio of man-power resources; The existing potentialities in the institutes should be brought into full play; The utilization ratio of school buildings and apparatus should be raised; So the economic benefits of education can be enchanced.
