| 摘 要： | 建国初期认定社会问题 ,具有浓厚的政治色彩 ,认为社会问题是落后社会制度的产物 ,社会主义社会是不存在社会问题的。这种认识反映在社会问题的治理上 ,则是把治理社会问题与建立社会主义制度的宏大目标联系起来 ,社会问题的治理被放置于当下社会形态变革的格局中予以关注。
