| 摘 要： | 农村养老保险观念落后，覆盖面窄，资金筹集困难以及城乡养老保险的差距进一步拉大。这些问题与制度本身的设计缺陷是密不可分的。进一步完善农村养老保险制度应设计符合农村养老保险基本特征的制度、进行筹资模式的改革等。

| Abstract: | Countryside old-age insurance＇ s views are out-dated, the coverage is narrow, and the fund procurement difficulty as well as the rural and urban old-age insurance＇ s disparity further enlarges and so on. Those problems are closely related to some shortcoming of the system. Therefore , it is necessary to make system conforming to the basic feature of old-age insurance in rural arease and reform the modes of financing and so on. |
