Comparison and Insights from Guidelines for Assessing the Quality of Kindergarten Care and Education in China and Finland

Comprehensive improvement of quality of care and education is the policy orientation and key requirement for the development of preschool education in China in the new era, and effective assessment of quality of care and education is an important part of the improvement. The analysis and comparison of the similarities and differences between the Guidelines for Assessing the Quality of Kindergarten Care and Education in China and the Guidelines and Recommendations for Evaluating the Quality of Early Education and Care in Finland reveal that the two countries share the same philosophy, principles and approaches of education and assessment, with Finland focusing on the systematic organizational structure of assessment and the participation of multiple roles. The implications for China are that the national monitoring system for preschool education should be improved, local management systems should be established, and multiple role cooperation should be emphasized.
