基层国有文艺院团的发展路径探索——以内蒙古的乌兰牧骑为例

我国的基层国有文艺院团，对于满足基层百姓文化需求、活跃我国城乡文化生活、宣传党和国家方针政策、保护和传承民族民间文化艺术、繁荣我国文化事业，起到了非常重要的作用。为了顺应国家不断深化文化体制改革的形势，为了更好地服务基层群众、发挥公共文化服务的功能，基层国有文艺院团还需要在解决资金困难、人才老化及断档、市场意识缺乏等几个关键问题的前提下，继续深化改革。与此同时．根据国家文化体制改革的思路，为基层国有文艺院团设计一条“公益性文化事业单位——经营性文化事业单位——演艺企业”三步走、逐步发展的路径。

An Exploration of the Developmental Path of the State-owned Grassroots Art Troupes--Taking Ulan Cultural Troupe Mounted on Horseback of Inner Mongolia as an Example

The state-owned grassroots art troupes play significant roles in meeting the cultural needs of the grassroots peo- ple, in activating the rural and urban cultural life, in publicizing the policies and guidelines, in protecting and inheriting the folk culture and in flourishing the national cultural causes. In order to comply with the situation of the cultural system revolution, to in an even better fashion serve the grassroots people, and to develop the function of public culture service, the grassroots art troupes need to intensify the reform in solving the financial difficulty, talents aging, and the lack of market awareness. Meanwhile, on the basis of the ideas of national cultural system reform, we need to design a development road for the grassroots art troupes to devel- op into non-profit cultural undertakings, cultural institutions, and entertainment enterprises.
