农村土地使用制度改革的理论分析

近几年来,我国农业经济增幅减缓,农民增收困难,土地短缺与撂荒现象并存。农村土地制度改革在沿海和内地有些地方已经开始,但是并没有从根本上找到一条出路。其原因主要是由于先行土地制度理论的滞后和土地产权界定的混乱以及操作上的不规范。本文试图就所有权理论、产权理论、地租理论分析先行农地制度改革的方向。

Theoretical analysis about reformation of agricultural land use system

In the past few years,the increase of agricultural economy is slow and income increase of peasant is difficult in our country; the lack and abandon of land exist at the same time. The reform of land system in the countryside has started in some region along the coast and inland, but it did not solve the problem. The main reason is that the original theory about land system is out-of-date and the definition about the property right of land is confusing and the operation isnot normal. This thesis tries to analyze the reformation orientation of present land system in countryside on the basis of the theory of ownership and theory of property right and theory of land rent.
