构建我国科学决策机制面临的形势及关键措施

科学决策对于我国经济社会发展和行政管理体制改革意义重大,但是当前我国的科学决策机制不完善,使公共决策面临若干问题,有违科学决策。从社会的发展趋势上看,我国当前迫切需要推动科学决策。本文通过系统总结发达国家在科学决策制度建设上的正反两方面经验,结合我国实际提出我国目前推动科学决策需要采取的关键措施。

The Situation Facing the Scientific Policy-making Mechanism in China and Key Measures

Scientific policy-making is of great importance to socio-economic development and institutional reform of administrative management of China,but the imperfection of scientific policy-making mechanism causes public decision-making to be confronted with some problems, contrary to scientific policy-making. In view of the trend of social development, it is urgent in need of impelling scientific policy-making at present in China. By systematically summarizing positive and negative experience in the construction of scientific policy-making system in developed countries, and incorporating the practicality in China, the present paper proposes key measures necessary to adopt for impelling scientific policy-making at the present time in China.
