| 摘 要： | 弱势群体是需要他人帮助、支持，甚至是救助的群体。相对强势群体而言，他们具有经济上的低收入性、生活质量上的低层次性、政治上的低影响力和心理上的高敏锐性。了解弱势群体的需求状况，分析弱势群体需求结构的形成原因，对于探索与制定正确的弱势群体社会保障措施具有重要意义。
