中国工业环境技术效率与全要素生产率分析

摘    要:工业的快速发展是影响气候恶化的主要因素,作为中国经济的重要支柱,提高工业废气污染日益严重背景下的工业全要素生产率对保证我国经济可持续发展意义重大.通过引入方向距离函数和ML指数对2004—2010年中国30个省份的工业全要素生产率的增长进行度量.发现:东部地区的工业环境技术效率明显高于中、西部地区,考虑污染物后地区工业全要素生产率高于不考虑环境约束下的情形.全国大部分地区工业生产效率受技术进步推动明显.

Abstract:The central influencing factor in climate change is the rapid industrial development. It is significant to ensure a sustainable development of Chinese economy to promote the efficien- cy of total factor productivity (TFP) in considering deteriorating industrial air pollution. By means of directional distance function and Mabnquist-Luenberger index, we have measured the growth of industrial TFP of China's 30 provinces from 2004 to 2010. The result shows that the technological efficiency of industrial environment in the eastern region is significantly higher than that of the central and western regions. The areas which have shown concerns about indus- trial pollutants have fulfilled higher efficiency of TFP than those that have neglected environ- mental constraints. In most provinces, technological advances show a significant influence upon the efficiency of industrial production.
