| 摘 要： | 职工大学的办学向以高等学历教育和高等职业教育并举的多层次、多形式办学模式转型,是其改革与发展的内在要求和趋势。本文从这一转型过程的立法需要、合作办学、领导体制、经费筹措、师资建设等几个方面进行了思考分析,提出了若干思路和措施。
