海船破舱进水安全综合评价系统

摘    要:为弥补目前船舶应急响应服务(Emergency Response Service,ERS)存在的不足,构建由3项一级指标和10项二级指标组成的海船破舱进水安全综合评价系统.基于Maxsurf船体设计平台计算船舶性能参数,依据多维价值准则对评价指标进行定量化、归一化等处理后建立综合评价的数学模型,并给出与船舶破舱进水不同安全评价等级相对应的应急处置建议.这为身处事故现场的船长在关键时刻及时作出弃船、主动抢滩等正确决策提供了有效依据,对避免或减少人命伤亡、船货损毁和水域污染都有重要意义.

A comprehensive safety evaluation system of hull damaged and flooding for seagoing ships
Abstract:To make up the deficiencies of the existing Emergency Response Service (ERS), a comprehensive safety evaluation system of hull damaged and flooding for seagoing ships consisting of 3 first level indices and 10 second level indices is established. Based on the Maxsurf hull design platform, ship performance parameters are calculated and the mathematical model of comprehensive evaluation is established after quantification and normalization of these indices by the criterion of multi dimensional values. The emergency disposal suggestions corresponding to different safety evaluation levels of hull damaged and flooding are given. It is of considerable significance to provide effective reference for captains at the crucial moment to make correct decisions timely such as abandonment of ships, purposely rushing towards beach, and to avoid or reduce loss of life, damage of ships or cargo and pollution of waters.
