| 摘 要： | 腐败是一种社会现象,同时也是一种特殊的经济现象。从政治,经济,法律等方面进行制度创新,改变腐败活动的私人成本与收益及社会成本与收益,把腐败活动的私人总收益尽量降低,进而达到惩治腐败的目的。
