摘    要:苏格兰教学专业委员会(GTC)是苏格兰教育体制中最具特色的部分,它具有区别于英国其它地区乃至其它国家的重要特征。通过分析苏格兰教学专业委员会的产生背景、组织结构、职责权力,可以清晰地看出其特点是具有自主性和权威性;其作用:一是保证了职前教师教育课程的质量,二是促进了教师教育机构与中小学之间的伙伴关系,三是有效地维护了教学专业标准。

Abstract:General Teaching Council for Scotland(GTC) is the most characteristic part in the Scotland education system,with the features totally different from other regions in UK and even other countries.Through analysis of the background information,organization structure,responsibility and power of GTC,it is clear to see that the features of GTC are independent and authoritative.The functions of GTC are first to ensure the course quality before teachers work,second to improve the fellowship between the teachers education institutes and middle and elementary schools,and last to maintain effectively teaching specialty standard.
