| 摘 要： | 随着科学发展观的提出，法学界对区域经济发展的法律制度安排进行了初步探讨，但并未取得有价值的研究成果。有鉴于此，本以科学发展观为视角，就区域经济发展差距对法律制度安排的启示，区域经济发展中的立法缺失及主要法律制度的构建等问题进行了宏观层面的探讨。
