国际制度中的认同因素分析——以“跨大西洋安全共同体”的建构为例

认同是影响国家参与国际社会活动的重要因素之一,尤其是在国家参与国际制度的进程中,认同与制度化构成一个互动的关系。从认同的角度来看,正向的国家间认同为制度化的发展打下良好基础;从制度的角度来看,国际制度为国家认同的塑造提供平台,高级制度化往往伴随着一个国家内化规范及认同建构的过程。二战后,欧美安全关系的发展就是一个认同与制度化良好互动的典型例证。双方在良好认同的基础上开始制度化进程,而在国际制度基础上的国家间交往,则进一步加深二者对彼此的认知程度,改变它们对安全、权力、利益和主导规范的认知,推动欧美关系朝积极的方向发展,最终建立了一个稳定有效的"跨大西洋安全共同体"。

An Analysis of National Identity Factor in the International Institutions---Taking the Transatlantic Security Community as an Example

Identity is one of important factors for countries when participating the international communication,especially during the process of j oining in the international institutions.In this process,identity and institutionalization form an interactive relationship.From the view of i-dentity,positive national identity could lay a good foundation for the development of institu-tionalization.From the view of institution,international institutions could provide a platform for the development of common identity,which means institutionalization always contains a national internalized norms and identity construction process.After the World War Two,the development of European and American security relations is an example of positive interaction of identification and institutionalization.Based on a good basis,these two sides started the con-struction of institutionalization,while on the platform of international institutions,the devel-opment of transatlantic relations moved forward,which further deepened their cognition on each other,and changed their understanding for safety,power,interest and the leading norms. At the end,all of these factors together promoted the transatlantic relations to a positive direc-tion,and ultimately established a stable and effective “Transatlantic Security Community”.
